Will oral intercourse become legal for people under the age of 16?

What kind of message would it give to young people?
That’s what the Scottish parliament justice committee, which is strongly against this new law, is asking itself. The new law would legalise oral intercourse for teenagers younger than sixteen. So, oral intercourse could be performed by 13 year-old children. The committee warns that the change of law could give young teenagers the message that this kind of action is socially acceptable and that it’s not risky. This would increase the quantity of sexual activity between children, who are already foolishly performing various sexual practices at a very early age. The government plans would also mean that masturbation or sexual groping among children is also allowed. The committee also warns about sexually transmitted diseases – the number of these could increase among young people because of the new law.

Oral intercourse is a serious matter
The government was also told not to neglect the fact that oral intercourse is also risky. The biggest dangers are sexually transmitted diseases, from which the children definitely have to be protected. Psychologists also don’t agree with this new law. They say children should know that such behaviour is not acceptable at their age. By accepting the law, they’d give them the all clear. The committee says the government hasn’t produced solid arguments, which would make them treat oral intercourse differently than penetrative intercourse. The committee adds that, with this new law, the government mustn’t weaken the jurisdiction of authorities to stop such behaviour were it to happen. The matter could get out of hand and teenagers could start abusing the law. Sexual harassment between teenagers could even increase and it is already a big problem in schools now.

Normal teenage behaviour
Kissing and holding hands is naturally not in the jurisdiction of the law because that’s normal teenage behaviour. But when it comes to masturbation, groping, sexual harassment and oral intercourse, the government could send the wrong message to young teenagers. Schools report about problems with sexual extortion and sexual harassment among children, so they’re against the law as well. The law should protect children and teenagers from the risks involved with sex and hold them back before premature experiences because teenagers often use the law as an excuse not to consent into sex. They use it to protect themselves from peer pressure and from something they don’t want to do. If the Scottish government accepts this law, the excuse and the moral hindrances would be gone.
